Electrical and gas safety are the responsibility of the energy inspectors of the Energy Safety Service, Ministry of Consumer Affairs.
Although what i have learned below came about as a result of an enquiry about caravans, it appears to apply also to domestic electrical safety..
A caravan park owner is obligated to comply with ASNZS 3001:2001, in regards to his mains electricity installation. If he is not doing so then he should be reminded of his duty. If that is not successful, ESS should be informed.
The caravans, being vehicles, must have a WOF and an electrical WOF if they are "connectible Installations" ie can connect to mains power. The Park owner must not allow them to connect if they do not comply.
If they do not have a WOF, or are substandard to the point of being a safety risk despite having one (shocks from appliances, sparks and smoke are a good clue), then the owner should be advised to have the matter fixed. If it is not done, and you suspect there may be a safety risk, phone 0800 66 1000 and tell the Electrical Safety Service that you suspect you have "A Reg 50 situation".
They will organise an electrical inspector to make an inspection and issue a requisition.
ESS appears to have no enforcement officers of their own, but have appointed suitably qualified tradesmen as inspectors.
It seems to me that if there is a potential nuisance situation, there may be some benefit in getting together with the ESI to facilitate his work.
